Zombie Ideas in Education

Some bad ideas never seem to die, despite research showing they don't actually work.

It can be hard to spot them at first. Those dispelled education theories that research shot down long ago. They creep up in studies, shuffling around mumbling in the reference lists, or moan loudly in blog posts. Often, while I'm sifting through studies to write my regular column for Educational Leadership, I stumble across these "zombie ideas" that keep returning to life, despite researchers' best efforts to put them six feet under.

I'm guessing you'll have heard of a few. Let's take a look at some of these (un)dead ideas and why we need to stop giving them authority.

(Un)Dead Idea #1: Students Have Different Learning Styles

This particular idea might be better characterized as a mutant idea—an innocuous idea that fused with another and has been running amok ever since. In the early 1980s, Harvard researcher Howard Gardner (2011) advanced a rather straightforward theory of multiple intelligences. Basically, it says people are "intelligent" in different ways. Some excel at music; others pick up foreign languages quickly. Some have a knack for math, and others have a gift for relationship building. As educators, we ought to appreciate and encourage students' diverse gifts. Fair enough.

Yet almost from the beginning, Gardner's theory of multiple intelligences morphed with another theory: that students have unique learning styles. They can be visualauditory, or kinesthetic. For example, some students might learn best through movement, so teachers should allow them to understand the solar system by dancing around like orbiting planets; others may be auditory learners, so they might best learn geography through music. Or so the theory goes.

Serious research, however, has found little evidence students use so-called "intelligences" in one field (like dance) to learn another (like astronomy), or that people learn best with experiences that match their learning style (Pashler et al., 2008). In an interview with the Washington Post, Howard Gardner himself cautioned against using learning styles to label students, since that might imply deficits in other areas, rendering such labels "unhelpful, at best, and ill-conceived at worst" (Strauss, 2013).

Nonetheless, a cursory internet search yields a dizzying array of people still blogging about, offering courses in, surveying for, and encouraging the use of "learning styles" in classrooms—advocating for teachers to individualize students' learning experiences to match these styles.

The reality is far simpler. Yes, (news flash) kids are different. And yes, we sometimes prefer one way of learning over another (group vs. independent work, for instance), but that does not mean we learn better with a particular modality. At best, research shows benefits from learning in multiple ways—for example, reading about a scientific phenomenon, seeing it in a video, and experiencing it.

We might put this zombie idea to rest by substituting the word preference for the word style and noting that preferences are just that. Preferences.

(Un)Dead Idea #2: Students Learn Best Through Unguided Discovery

Like many zombie ideas, this one contains a germ of truth: Lectures can be boring and ineffective. A study of college students, for example, found they had higher grades and were less likely to fail courses with elements of active learning vs. straight lectures (Freeman et al., 2014). In response to the tedium of long-winded lecturing, theorists in the 1960s began to espouse a different approach called "discovery learning," which said students learn and retain more when they discover new insights for themselves. That, too, is partially true—a meta-analysis of 43 studies of problem-based learning found that encouraging students to extend and apply learning by independently solving complex problems supports better long-term retention of learning (Dochy et al., 2003).

Over the years, though, purists took these ideas to an illogical extreme—namely, that teachers should be minimally involved in learning and students should "learn by doing," such as by conducting experiments, engaging in research, or solving complex problems with minimal guidance from teachers. A meta-analysis of 164 studies, however, found students learned significantly more from direct instruction than from unassisted discovery learning (Alfieri et al., 2011). Further, this kind of minimally guided learning—that is, giving students a complex problem to solve with little prior instruction—is particularly ineffective for lower-performing and younger students, as they tend to learn skills incorrectly and develop misconceptions (Kirschner, Sweller, & Clark, 2006).

Empirical research, in fact, makes a strong case for direct instruction—such as modeling a practice for students (showing them how to balance a chemistry equation) before students attempt the practice on their own (Pashler et al., 2007). Often, the shortest route to learning is a straight line: telling and showing students what they need to learn.

In many ways, this zombie idea emerges from a false dichotomy that pits direct instruction against discovery learning, when really the two strategies work better together. The best approach (even better than direct instruction) is "guided discovery"—providing students with learning objectives, direct instruction, modeled examples, and feedback during the process of discovery, thus ensuring they develop accurate conclusions and proper skills (Alfieri et al., 2011).

(Un)Dead Idea #3: Students Should Learn to Read Through Authentic Reading

This zombie idea continues to shamble out of teacher colleges, where a surprising number of instructors appear to eschew systematic, explicit use of phonics in favor of giving students interesting choices of reading materials, focusing on meaning making, and unpacking the sound-symbol code in a more incidental way. Decades of research, however, point to a more straightforward approach to teaching reading, based on these key principles:

  • The fundamental building block of reading is being able to make sound-symbol connections (Castles, Rastle, & Nation, 2018).
  • There is nothing intuitive about the connections between symbols (letters) and sounds (phonemes), so we must teach them directly to students (Moats, 1999).
  • Students must practice making these connections through reading and writing practice until they become automatic in their brains, allowing them to read fluently (Castles, Rastle, & Nation, 2018).
  • Ultimately, fluency is the key to comprehension; only when students read with automaticity can they comprehend what they're reading (Castles, Rastle, & Nation, 2018).

The good news is that when we provide students with direct instruction in decoding, most can learn to read on grade level. A study of low-income 1st grade students of color, for example, found that students given direct instruction in decoding could attain decoding and comprehension abilities on par with national averages—far higher than students with little or no direct instruction in decoding (Foorman et al., 1998).

Although this has been settled science for years, it does not appear to be taught in many pre-service programs. A study by the National Council on Teacher Quality (Ross, 2018), for example, found that only 37 percent of U.S. pre-service education programs actually teach the science of reading to aspiring teachers.

So, does this mean "phonics" works and "whole language" doesn't? Well, not exactly. Some whole-language practices, such as giving students interesting reading materials and encouraging a love of reading, are sensible and constructive. At the same time, some so-called phonics practices, such as asking students to decode nonsense syllables, fail to translate into authentic reading skills (Allington, 2013). In short, making students decode nonsense syllables is, well, nonsense. Not to mention tedious.

(Un)Dead Idea #4: Students Don't Need Facts, Just Critical Thinking Skills

We can summon Siri or Google to answer nearly any factual question these days. So, what's the point of teaching facts? Isn't it more important to learn to be a critical consumer of information?

Yes—and no. Certainly, critical thinking skills are important. The number of job postings referencing "critical thinking" doubled between 2009 and 2014 (Korn, 2014), and studies find that college graduates with better critical thinking skills land higher-paying jobs (Zahner & James, 2015). However, student critical thinking isn't a skill in the typical sense of the word—something learned in one area that transfers easily to another (Abrami et al., 2015). Rather, it tends to be interwoven with domain-specific knowledge. Students employ scientific thinking with science knowledge, textual analysis with literature, quantitative reasoning in mathematics, and so on. Students must think critically about something—namely, facts and content knowledge.

That said, we cannot simply teach content knowledge and expect students to develop critical thinking skills via osmosis. A meta-analysis of critical thinking approaches (Bangert-Drowns & Bankert, 1990), for example, found that simply exposing students to literature, history, or logical proofs did little to help them develop critical thinking skills; only when students were taught how to employ critical thinking (e.g., learning how to parse correlation from causation) and provided opportunities to practice these skills within a subject area could they develop them.

(Un)Dead Idea #5: If It's Worth Teaching, It's Worth Grading

Many teachers are in the habit of slapping a grade on everything that moves—every scrap of homework, every quiz, every draft assignment, every classroom discussion—with the idea that if it's worth doing, it should be graded. That habit can be hard to kick because the idea contains some truth—namely, what you measure is what you get. It's easier to stick to a diet if we count calories.

Grades, however, have a finality to them. They imply something is finished and hence ready to be certified with a number or a letter. Yet learning is iterative—it's less a process of learning and more one of re-learning from mistakes and experimentation. You wouldn't grade an artist in the midst of creating a masterpiece ("Looks like a block of marble to me, Michelangelo"), but that is, in effect, what we do when we grade learning at every step along the way.

Moreover, all those grades can make students construe that the goal of learning is to rack up points in a gradebook instead of to master important knowledge and skills. As Carol Dweck (2000) found in her series of classroom studies, students who see the purpose of schooling as earning a grade do not grow richer as learners, tend to be less motivated, and demonstrate lower overall performance.

Consider, too, the common practice of grading homework assignments. A McREL meta-analysis of research on instructional practices (Beesley & Apthorp, 2010) found only a small effect size for homework but a significant one (four times as large, in fact) for practice. In short, homework should be practice. So, why grade it? Some teachers insist that students won't do their homework if it's not graded, which begs another question: Do students understand the benefits of homework—namely, to practice, learn from mistakes, and move toward mastery?

Perhaps most important, shoehorning more scores into a gradebook doesn't make grades any more fair or accurate. To the contrary, an examination of hundreds of teacher grades for thousands of students found that most were a "hodgepodge" of subjective (and likely inequitable) measures, including attitude and effort (Cross & Frary, 1999, p. 52). As a result, grades may not actually reflect whether students have met their expectations for learning, which should be the real purpose of grades. Everything else is superfluous.

(Un)Dead Idea #6: Smaller Classes Are Better

This last zombie idea is hard to kill because it's true—at least in theory. Students are better off in small classes. A comprehensive review of class-size research (Whitehurst & Chingos, 2011), for example, concluded that significant reductions in class size (shrinking classes by as much as 7–10 students per class) can result in significant, positive effects on achievement—equivalent to three months of improvement in learning over a nine-month school year.

The trouble lies, though, in applying this finding in the real world. California learned that the hard way in the late 1990s when it spent $22 billion to reduce average K–3 class sizes from 30 to 20, hiring 25,000 new teachers and constructing thousands of new classrooms. The results? Students benefitted from smaller classes, but the benefits were wiped out by an influx of seemingly less capable teachers (Jepsen & Rivkin, 2009).

In the end, teacher quality has far more effect on student learning than smaller class sizes. Students can gain as much as a year's worth of additional learning in a classroom with a highly effective teacher than with a highly ineffective one (Hanushek, 2011). In fact, school systems might actually be better off increasing class sizes to be able to recruit and retain great teachers with higher pay. By one estimate, adding five students per class could translate into 34 percent raises for teachers (assuming all savings were passed on to teachers) (Whitehurst & Chingos, 2011). That's a trade-off many teachers might accept, putting this zombie idea to rest once and for all.

Let's Use Our "Braaaaains"!

Zombie ideas remind me, in many ways, of a quip attributed to Will Rogers and, alternately, Mark Twain: "It isn't what we don't know that gets us into trouble, it's what we know to be true that ain't so." As it turns out, neither man actually said this, yet it seems plausible that either of them might have. Therein lies the trouble with many zombie ideas. No matter how many times we bury them, they crawl back out of the grave because they seem so darn plausible, often because they contain an ounce of truth. The good news, though, is that each of these zombies has a real-life converse that points toward better classrooms and schools—often with less complexity, less effort, and fewer resources. Let's work to keep those theories alive and kicking.

Poise Patience and Persistence

As we celebrate the graduation of the class of 2019, it is natural for the soon to be alums to think about the teachers and role models that have influenced their lives. It is also natural for we attendees to reflect on our own experiences and heroes. I have been blessed with several. Among them was one of my college coaches, Mr. B. Eugene Nicholson. He stressed to us his three prong philosophy of poise, patience, and persistence.
Poise. A coach prepares his team to be successful while meeting adversity. Coach Nicholson demanded that we play with poise. The game would not always go our way. A good opponent may be successful at different parts of the game. In order to be victorious, we must maintain our poise. I ask that you maintain your poise in the game of life. You too may face adversity and have to overcome obstacles in your life. Be graceful under pressure. Be poised.
Patience. It is hard to imagine that a coach would encourage patience. Often coaches encourage urgency. As I matured under Coach Nicholson’s tutillage, I came to understand what he meant by being patient as a competitive athlete. We would have our opportunities to be successful if only we were patient. He expected that we capitalize upon those opportunities, but understand that those opportunities may be few in number and we would have to work. You never know when those opportunities would come. I urge you to be patient. Know that life is a long journey and impatience may lead to frustration and disappointment. Know that life will present you with opportunities. Be patient. Take advantage when those opportunities present themselves.
Persistence. Coach Nicholson would not accept intermittent effort. It was not good enough to try. It was demanded that we sustain our efforts. It must be understood that we might stumble. Be firm. Be obstinate to the idea that you will fail. In your life you will not fail, unless you quit trying to succeed. Be persistent.
These three words (poise, patience, and persistence) were always a package. Never mentioned one without the other. It was understood that each worked with, complimented and enhanced the other two. As you leave here today, embrace the 3 P’s of poise, patience, and persistence. Embrace complimentary talents, attitudes, and strategies. Maintain grace under pressure. Understand that the success may not occur within your allotted time frame. Most importantly, refuse to lose. 
Poise. Patience. Persistence.

Reality Check

Pardon me, but I think this world needs a reality check. In an era of entitled expectations with a limited commitment to the work, young people need to understand that the journey makes the success all that more rewarding. Let us review what the “real world” may have in store for you.

Number one: you will not be rewarded for bad behavior. Excuses are not reasons. We have created a world in public education of second and third chances with little to no consequences and many safety nets to avoid failure. The “real world” will not be so kind. If you are disrespectful, if you are late, if you are an absentee problem, your economic opportunities will be minimal. If you are disobedient to the standards set by society, you may find your freedoms limited by probation, parole, or incarceration.

Number two: being told no is a part of life. Get over it. Deal with it. Maybe, overcome it. You may have wishes, wants, or desires that are rejected or disallowed. Such is life. You may be told no, you did not get the job. You may be told no, you can not miss work. You may be told no, you did not get the loan. All those no’s tell you to find another way. To set a plan to cope with the setback rather than blame the world around you.

Number three: you are part of a free society that values choice. Every choice may have a reward or consequence. Both belong to you. The better your choices the more you have a chance to succeed in your adult life. Poorer choices will lead to unwanted consequences. Perhaps it is most simply said that good or bad, you will reap what you sow.

Number four: life is not fair, get used to it. We all have to play the hand we are dealt. We all will have obstacles to overcome. We may have an easier path compared to some and a harder path compared to others. Either way, we cannot control the fairness, we can only control our actions and effort. Do not accept a lack of fairness, rather expect to out work and out perform others in order to get what you believe is deserved.

Number five: you are not the boss. We all have to answer to someone. We are not autonomous. You will face accountability for your entire adult life. Expect to work with others. Expect that at time things may not go your way. Expect to compromise. Expect to follow standards and expectations.

Number six: you are not the epicenter of the universe. This world requires you to interact with others. Expect to put others first in front of yourself. Practice servant-leadership. Know that your needs are no more or less important than the needs of the people around you.

Number seven: respect is earned, not given. Start by respecting yourself. No one else can respect you unless you respect yourself. Respect yourself by treating yourself appropriately. If you dress respectfully, act respectfully, you will gain the respect of others.

Number eight: the world owes you nothing, so work for it. My generation has given you a sense of entitlement. We need to apologize for that. In an attempt to provide you with more than we had, we have spoiled you, given you participation trophies, and allowed you to think that the world will hand you all that you need, want, and desire. Unfortunately, the world does not work like that. Life is in fact a competition with winners and losers. You will have to compete for jobs, for homes, and even for your spouse.If you are unwilling or unable to compete you may not have the job you want, live where you want, or have your soul mate end up with someone else.

Number nine: You have 2 eyes, 2 ears, and one mouth. Use them proportionately. Be a great observer. Be a good listener. Use your mouth once you have seen and heard. The world is full of untruths based on conjecture and assumptions. Use your eyes, ears, and mouth to promote the good that you see and hear.

Now that you understand the reality that you face, I want to let you in on a secret. You have the tools and talents to be successful if you want. If you make the choices, if you put in the work, if you demonstrate respect the world may very well reward you and fulfill all your hopes and dreams. You have an obligation to use your talents and fulfill your greatest potential.

PA Ranks #1 in Student Debt


A recent survey of 2017 college graduates from Pennsylvania found they were carrying the highest average student debt load in the nation.
The annual survey , conducted by LendEDU, found that 67 percent of the state's new college grads left school last year with an average debt load of $36,193. That's about twice as much as the $18,425 new college grads in Utah — the state with the lowest student debt level — incurred.
To put it in perspective, the average Pennsylvania graduate's debt load last year was about $10,000 more than the cost of a new 2018 Chevy Impala.
The Project on Student Debt, another national survey published by the Institute for College Access and Success, also ranks Pennsylvania graduates near the top for student debt. Its last national survey — for the class of 2016 — showed Pennsylvania graduates with the second highest level of student debt, an average of $35,759. About 68 percent of new Pennsylvania graduates in that survey were loaded up with debt.
They are part of a growing group of 44 million Americans who owe about $1.3 trillion in student loans. And some of them are carrying well more than the average. The Pennsylvania Higher Education Assistance Agency reported that 1 million Americans are carrying $100,000 or more in student debt.
Some worry that student debt is forcing new graduates to delay buying homes and starting families and may foreshadow changes in the classic American Dream.
Robert Strauss, an economist and professor of public policy at Carnegie Mellon University, said the numbers reflect economic realities in the Keystone State.
"What it says to me is that we are a below average income state with above average tuition," Strauss said.
He said the debt rate reflects high tuition rates at the state's public universities where state support lags well behind the levels in many other states.
"We've been seeing prices rise because state aid has not been very generous. So the kids are getting admitted and they're rolling up the debt. The next question is: are they getting well enough educated so they can pay it back? Research shows higher education generally has a higher pay off than a high school degree, but that doesn't mean it's a clear win for everyone," Strauss said.
The students of Lawrence County need to do a cost benefit analysis when it comes to life after high school graduation. Should they go to college, trade school, military, or enter the workforce? What type of return will they realize on the investment of a post-secondary education? What are other alternative pathways outside of a traditional college or university that can lead to financial security?

According to the US Bureau of Labor Statistics the highest paying skilled trades are:

4.      Aircraft Mechanic                   $63,590
5.      Boiler Maker                           $63,236
According to Forbes.com the highest paying college majors are:
1.      Petroleum Engineer          $136,000
2.      Pharmaceutical Sciences   $136,000
3.      Metallurical Engineer       $98,000
4.      Mining/Mineral Engineer $97,000
5.      Chemical Engineer            $96,000
As another senior class is half-way home and can see the light at the end of the tunnel, I encourage them to plan their future and choose a career that they love so as to never have to work a day in your life. Our future workforce needs to realize that there is a path for all, but each path may be different. College is not for everyone. The trades are not for everyone. The military is not for everyone. Be discerning in your decision. Be purposeful in your path. Be the best YOU, that YOU can be.

PSBA State of Education 2019; A reflection


     PSBA recently released their annual report, the State of Education 2019. A link to the report can be found at the following link;

A summary:
  • ·         According to chief school administrators the single greatest challenge remains funding.
  • ·         Principals expect safety and security to be a top challenge.
  • ·         Achievement on the keystone exams exceed achievement on the PSSA’s.
  • ·         Graduation rates are over 85% and continue to slowly rise.
  • ·         Of the 1.7 million public school students, over 1.5 (88%) are educated in one of the Commonwealth’s 500 school districts.
  • ·         Most of the Commonwealth (as defined by geography) remains rural.
  • ·         Most of the public school students (as defined by population) are educated in the suburbs.
  • ·         Only 67,300 (3.7%) of public school students are engaged in CTE.
  • ·         PA remains predominantly white (65.7%), with multiracial (14%) and Hispanic (11.5%) comprising significant minority populations.
  • ·         Public school students are 51% male. CTE students are 59% male. Females make up a slim majority of 50%+ in brick and mortar charter schools and cyber charter schools.
  • ·         16% of the state has an IEP. With 42.7% of those students having a specific learning disability.
  • ·         Fewer than ½ of the public school students in the Commonwealth are proficient as measured by 4th grade PSSAs.
  • ·         Around 1/3 of the public school students in the Commonwealth are proficient as measured by the 8th grade PSSAs.
  • ·         Students experience greater rates of proficiency on the Keystone exams as compared to the PSSAs.
  • ·         Budget pressures result in increased taxes, reduction in programs, and/or reductions in personnel.
  • ·         Suburban districts have greater local sources of revenue than urban or rural districts.


Take-away:
            School districts continue to adjust to the new normal set by the budget cuts of 2011 and the pension assessments of greater than 33%. Most districts rely on the state for the majority of their revenues. Therefore, district programming is greatly affected by the ability of a school district to raise local revenues.
            In today’s climate, safety and security is at the forefront of our decisions. Although our primary goal remains educating the youth of the Commonwealth, Maslow taught us long ago that on the hierarchy of needs, safety comes first.
            Pennsylvania is a rural state as defined by geography and a suburban state as defined by population. These two categories constitute approximately 80% of the Commonwealth’s public school populations. Urban districts tend to be larger on average (over 11,000 each) than suburban or rural schools.
            Achievement remains predictable. Proficiency rates on PSSA exams decline as students progress through their elementary and middle school experiences. The same students who are approximately 1/3 proficient of the grade level PSSA math test are nearly 70% proficient on the Algebra Keystone exam. The natural question becomes fairness. Are the standards expected to be mastered by the grade level PSSAs exceed the rigor and relevance of the learner? This trend of decreasing PSSA scores and a rebound of achievement on the Keystone Exam has held true since the Commonwealth switched to the PA Core in 2015.
            16% of the public school students in Pennsylvania are special needs and have an IEP. Approximately 42.7% of IEP students have a specific learning disability in reading or math but are expected to take grade level tests without accommodation.
            Only 3.7% of public school students are involved in any type of career and technical education. The largest hurdle remains student and parent perception. CTE remains a “lesser” choice as compared to college. As the American skilled workforce ages and retires, fewer potential workers are entering the trades. For the aspiring welders, electricians, carpenters, and other valued trade workers, the opportunity is ripe to take advantage of CTE programs. The demand is massive. Between 3-4 million trade jobs in the United States remain vacant, including over a half million in manufacturing. Job security is strong. Life sustaining wages can be expected including the ability to save for retirement and receive competitive health benefits. Society will always need electricians, mechanics, and other skilled tradesmen. Employers are looking for skilled, educated employees who can get jobs done quicker, better, and with fewer mistakes.
            Pennsylvania’s public schools continue to produce college and career ready citizens. The system has strengths as well as challenges. Financial concerns will not disappear overnight. Mixed achievement results may very well be due to the fairness of the test. More students need to take advantage of CTE, but parents have to remove the stigma of that choice.

Safe2Say in Pennsylvania

Safe 2 Say is a reporting system established by Act 44 of 2018. This school safety tool is to be used by students, staff, and the community to anonymously report unsafe activities. This program provide students with an opportunity to report social media posts or other information that they think could pose a threat to another student or the school.
Tips will be accepted via a mobile app, website, or 24/7 phone line. All information received will be triaged by a central crisis center and then provided to schools and 911 dispatch as necessary.  
A tip will be identified by the reporting service as either life safety, non-life safety criminal, or non-life safety behavioral. Examples of life safety include but are not limited to: active shooter, dating violence, harm to self, other, or property, sexual assault or terrorism. Non life safety criminal includes but is not limited to:  alcohol possession/use, animal cruelty, drugs and paraphernalia, sexting, theft, or vandalism. Non-life safety behavioral may include but is not limited to: anger issues, violations of the student code of conduct, cruelty towards others, planned parties, sexual harassment, or verbal abuse.
            Upon receiving the tip, the Safe 2 Say center will triage. If it is life safety school personnel and local law enforcement will be notified immediately at any hour and on any day. If the tip is triaged as non-life safety, the school will be notified between the hours of 6:00 a.m. through 6:00 p.m.
The triage center keeps track of all reports and the school must respond on an electronic database. Each school entity and 911 dispatch must identify a S2SS lead to be the administrative point of contact for the program. Each lead is asked to coordinate a 3-5 member team to receive and act upon tips. There is only one team per school entity and one team per 911 dispatch, however, additional team members may be added based on individual organization’s needs.
As of January 14th, this program is live. In news reports across the state, school officials say they aren't entirely prepared for how to respond.

Introduction
·         90% of all school age children in PA are enrolled in a public school.
·         The overwhelming challenge is funding.
·         Pension costs are the biggest reported source of budget pressure.
·         The largest challenge for principals and teachers is preparing for the standardized tests.
·         4 year graduation rates surpassed 88%.
·         PA has a large achievement gap between its richest schools and highest poverty schools remains a challenge.

The public education landscape
·         Over 1.5M children were enrolled in school districts for 2016-2017 (4% decrease over the last 5 years).
·         Rural schools make up 26.3% of public school population.
·         Urban schools represent 20.7% of public school population.
·         Suburban schools represent approximately 53% of school aged population.
·         Rural school districts remain heavily white.
·         Urban school districts, students of color are a plurality (black, multiracial, Hispanic).
·         Suburban schools are predominantly white.
·         CTCs are predominantly white.
·         Brick and mortar charter schools are predominantly students of color (black, multiracial, Hispanic).
·         White enrollment in the state is decreasing.
·         Hispanic enrollment in the state is increasing.

Student Achievement
·         By 4th grade suburban students out score rural and urban students in ELA, math, and science as measured by the PSSA.
·         Rural schools score at the state average for 4th grade PSSA.
·         Urban schools score at ½ of the state average for the 4th grade PSSA.
·         4th grade is the transition from learning to reading to reading to learn.
·         It is hard to move away from teaching to the test when teachers and schools are evaluated based on the results.
·         Students tend to score at higher rates of proficiency on the Keystone Exams as compared to the PSSA.
·         The state needs to figure out what they/we are doing with the Keystone Exams and graduation.
·         Nearly 2/3 of principals were confident that at least 80% of their graduates are ready for life after high school.
·         Over 77% of principals believe that critical skills are most necessary for life after graduation.

Challenges
·         Chief school administrators rate budget pressure/lack of funding as the primary challenge.
·         Everything costs more each year and the local real estate revenue along with the state revenue does not come near covering expenses so everything else is reduced, thus giving less to the students.
·         As the need and interest for more students to complete career and technical programs, our sending districts’ financial pictures are bleak. Therefore, this impacts our ability to grow or expand as they cannot financially support expansions.

School Finances
·         The largest pressures on school budgets are pension costs, charter school tuition payments, and special education costs.
·         To solve the problem of budget pressure schools are drawing from fund balances or raising local real estate taxes.
·         The 2 largest areas of expenditure that were cut; staffing levels and building/maintenance upgrades..
·         School districts receive $28.5B from the state in 2015-2016 (3.3% increase over the previous year).
·         When compared to other states, Pennsylvania ranks 47th out of 50 states for the state % of educational funding and 3rd out of 50 states for the % of educational funding from local sources.
·         In a nut shell, SE PA suburban school districts are wealthy enough to pay for themselves. As one moves north and west, the picture becomes more bleak with schools relying on the state for up to 80% of total revenues.
·         Property taxes are the single largest source of local revenue for school districts.
·         In 2015-2016 PA school districts collected $12.6B in taxes accounting for 44.3% of total revenue.
·         For 2018-2019, 87% of the state is expected to have a tax increase.
·         School Districts spent $28.3B in 2015-2016 which was a 3.4% increase from 2014-2015.
·         58.8% of all expenditures were on instruction.
·         Since 2009-2010 pension costs have increased 434%.
·         Pension costs now consume more than 10% of all school district spending.
·         More than 2/3 of brick and mortar charter schools are located in urban areas.
·         6.8% of all school districts have NO fund balance

Special Education
·         85% of special education students were educated in the regular education classroom at least 40% of the time.
·         Over the last 5 years special education expenses have outpaced state revenue increases by 7X.
·         90% of special education students receive programming less than $25K per student per year.
·         1% of special education students receiving programming in excess of $75K per student per year.

Transportation
·         Transportation constitutes 5% of spending.
·         Only 8.8% of districts provide their own transportation.

Educational Equity
·         Poverty contributes to limited access to technology at home, a lack of permanent housing, and struggling to keep food on the table.
·         An estimated 328K PA children between ages 6-17 live in households below the federal poverty limit in acute poverty.
·         The achievement gap between the highest and lowest poverty school districts is considerable.
·         School districts with the highest poverty do not have the same level of revenue and expenditures as their lowest poverty peers.
·         33.5% of PA students are students of color (black, multiracial, Hispanic).
·         5.5% of teachers are minorities.

Career and Technical Education
·         Over 80% of career and technical education students are proficient on the NOCTI.
·         CTC directors believe that at least 90% of their graduates were ready for the next steps in their educational or vocational lives.
·         The biggest challenge in attracting students to ctc programs is the perception of the school.
